Halliburton's Immigrant Detention Centersby Ruth ConniffWhile thousands of people were celebrating the contribution America's undocumented immigrants make to our economy, and demanding justice and recognition for workers who are denied basic rights, the government was making plans for large-scale detention centers in case of an "emergency influx" of immigrants.
KBR, the Halliburton subsidiary recently reprimanded for gross overcharging in its military contracts in Iraq, won a $385 million contract to build the centers. According to the Halliburton website--www.Halliburton.com--"the contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to augment existing ICE Detention and Removal Operations Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs."
What new programs might those be?
The web was abuzz with speculation after the contract was awarded on January 24. Pacific News Service gave the most detailed analysis.
It connected the new "immigration emergency" plans with older plans that involved imposing martial law.
Certainly the detention centers raise the specter of WW II Japanese internment camps.
The new facilities could be used for round-ups of Muslim Americans or other American citizens tagged as "enemy combatants.”
The use of military personnel and military contractors in the event of a Katrina-like disaster, which the Halliburton contract provides for, brings us closer to martial law, whether it is officially declared or not.
It also means record profits for Halliburton, which declared 2005 "the best in our 86-year history." David Lesar, Halliburton's chairman, president and CEO, declares on the company website, "For the full year 2005 we set a record for revenue and achieved net income of $2.4 billion with each of our six divisions posting record results."
Not bad for a company that has been repeatedly cited for inflating charges and wasting taxpayer money in Iraq.
The immigration detention centers ought to raise a red flag, not just about nepotism and waste among military contractors, but about what our government has in store for us.
Perhaps the same energy that propelled immigrant rights into the national headlines could be harnessed to demand an explanation for what, exactly, Halliburton is helping to prepare for with this latest big chunk of taxpayer largess.

America needs to take a looooooong look in the mirror. The pieces of the puzzle are slowly being put into place. This is a bit of old news if you are a supposed 'conspiracy' (theorist???) nut. Isn't the way these programs are being impliemented the same way the Nazis did back in the 30's-40's. First you target a group of people(demonize them) through the power of media(propanganda), create a problem(Kristallnacht/9-11/terrorism/immigration/drug epidemic) offer a solution(Final Solution/war on terror/war on drugs, etc) but first you must give up your freedoms(civil liberties) in exchange for security(id cards/sneek n peek/curfews/increased survellience, etc.) from the state. "If you are not with us...than you are AGAINST US." Remember that statement??? It's gonna come back and bite ya in the ass... "Immigrants" aren't the only ones they have in mind for these "internment camps".

KBR AWARDED U.S. DEPARTMENT OF HOMELAND SECURITY CONTINGENCY SUPPORT PROJECT FOR EMERGENCY SUPPORT SERVICES
ARLINGTON, Virginia – KBR announced today that its Government and Infrastructure division has been awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support the Department of Homeland Security’s (DHS) U.S. Immigration and Customs Enforcement (ICE) facilities in the event of an emergency. KBR is the engineering and construction subsidiary of Halliburton (NYSE:HAL).
With a maximum total value of $385 million over a five-year term, consisting of a one-year based period and four one-year options, the competitively awarded contract will be executed by the U.S. Army Corps of Engineers, Fort Worth District. KBR held the previous ICE contract from 2000 through 2005.
“We are especially gratified to be awarded this contract because it builds on our extremely strong track record in the arena of emergency operations support,” said Bruce Stanski, executive vice president, KBR Government and Infrastructure. “We look forward to continuing the good work we have been doing to support our customer whenever and wherever we are needed.”
The contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to augment existing ICE Detention and Removal Operations (DRO) Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs. The contingency support contract provides for planning and, if required, initiation of specific engineering, construction and logistics support tasks to establish, operate and maintain one or more expansion facilities.
The contract may also provide migrant detention support to other U.S. Government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster. In the event of a natural disaster, the contractor could be tasked with providing housing for ICE personnel performing law enforcement functions in support of relief efforts.
ICE was established in March 2003 as the largest investigative arm of the Department of Homeland Security. ICE is comprised of four integrated divisions that form a 21st century law enforcement agency with broad responsibilities for a number of key homeland security priorities.

I wonder if the "lack" of response to Katrina victims was a planned "exercise" to judge the effectiveness of programs ALREADY in place dealing with the MASS INTERNMENT of people. From my understanding many of these "camps" have been in place for YEARS...ie closed military bases and such.

Apology accepted. On the racism front...I just call it like I see it(with 20/20 vision...corrective lenses of course). On the subject of "racism" a book I just finished called "White Metropolis" is really good. The subject is race, religion and ethnicity in Dallas. I always wondered about the racial attitudes in this city(I'm a northerner) and this book added much insight. Example: there was talk(in the city of Dallas) of building a wall to separate whites from having to come into contact with blacks and to a large extent "dirty mexicans" on the city streets(I guess this talk of keeping THEM out and US in is NOTHING NEW!!!)The author is a professor at UT and wanted to study the effects that "whiteness" played in the part of(founding) this fair city.Originally Posted by Edwin Watson
