This is nothing new. There are proposals drawn up all throughout the Pentagon. They're a think tank that draws up plans to fight our enemies. This is just one of many that was leaked. It doesn't mean that we would've taken action, or wanted to take action, etc.
Things are drawn up with pieces of evidence that may include links between one another. If it doesn't seem credible, it's destroyed or put on the shelf until further notice.
