there was no evidence presented - only the appearance of being sufficiently well-based....
and on a related note a recent congressional tour of Guatanamo came back and reported that nothing that they saw looked like the reports of abuse that they heard... the reports were, of course, not widely publicized because lack of scandal sells no nes papers -
