There's a third option: make a one-time exception. They did it for Baylor, let the kids from Tulane do the same. The NCAA didn't do anything to stop the kids from Baylor from transferring wherever they wanted. The only substantive difference is the amount of kids involved, since a basketball team has 11 kids on the roster while a D-1A football team has 50+ on scholarship. This won't happen though, the NCAA has a long-standing tradition of doing exactly the opposite of what makes sense.
