for centuries the method of advancing in the bureacracies of Chinese gov't (regardless of dynasty) was to demonstrate through rigorous examination process one's mastery of the teachings of Confucious. Now, that of course has very little, substantively, to do with running an office in charge of feeding an army of other bureaucrats but that's what they picked.
think of the katakana and chinese calligraphy... these are arts requiring great study that expose the artists to literature, science, etc etc etc...
the historical precedents backing up the anecdotal belief that many asian cultures place a premium on education are very easy to find
