Well that would be a great assessment......if I wasn't a former IT guy myself....
The average useful life of a leased Dell Business Laptop is 2 years. My company's brilliant IT department decided to extend that to 5 years. My manager has authorized them to provide me with a new computer, TWICE. They come out of our budget, not IT's. Instead, our lazy ass IT department takes the HD out of my computer and inserts it into an existing laptop that is "currently working". That's why I've had 4 laptops in a year and a half.
