Everything I've listened to has them saying there's a report of this or an allegation of that concerning Saddam and 9/11. The verbiage they used when speaking of Saddam's more well established misdeeds never had such ambiguity. Bush's administration was not forthright with the details surrounding the allegations, but it doesn't seem as though they were dishonest.
