you are right. change doesn't keep them on the street. extreme personal problems & high drama keep them on the street. they are denial that they can & should make a change.
giving them a fishing rod or blanket is humane and admirable. but no cash no how, not even change. money does not fall out of the sky, even if you have been under a rock.
i'm a socialist, remember? hand them a snack or drink, but no money. just remember when you feed strays they remember where their last meal came from.
