I like the notion of off-setting new spending with cuts elsewhere. I think he would view that as a destination while I'd regard it as a start. But that's a different debate. The idea itself is a good one.
As for Obama controlling... he can always veto a spending bill. That, of course, goes to what he "can" do in the sense that he has the authority. What he can do politically is another issue all together.
