Well the Ayatollah is unimpeachable and unelectable. That "Assembly of Experts" you speak of is a board of clerics who make the decisions together. The Ayatollah is the "top dog" of that board of idiots *cough cough* I mean clerics. So yes, he is the ultimate decision maker.
