The way it does now.. highly skilled labor not locally available is imported.
Want your kids to be well educated? Play an integral role in their development and don't rely on public schools to do it for you. Emphasize the importance of education to your children, inculcate that value in them so they take pride in their own education and where the schools fail them.. step in and take up the slack.
