i was sweet enuf to read this long thick report for all of you & type out the good parts. scary scary stuff. (these are all direct quotes from this report on city hall's website) “Rather than using the academy as a vehicle for screening out employees who do not have the potential to be outstanding police officers, the department works to ‘salvage’ recruits who are struggling and to remediate instruction. … lowering the standards at the firing range is particularly troubling given available data suggesting that the officers who performed poorly and required remedial training to pass firearms training while at the academy are the same officers who now repeatedly fail recertification qualifications and need intensive remedial training each year. … More importantly, officers with poor shooting skills present a significant public safety risk to the community, their co-workers & themselves. … The steps the department has taken to water down its requirements for academy training has resulted, not surprisingly in a very high graduation rate from the academy … It is reported that in many cases Field Training Officers will simply pass a recruit on specific competencies rather than take the time to document the skill deficiency and develop a corrective action plan … increased training should be provided relating to…typing skills & English language skills necessary to draft professional offense reports. … Less than 1% of recruits are terminated by the department for poor performance … any performance evaluation process will be viewed as being meaningless by employees and supervisors if there are few, if any, consequences associated with not meeting standards or exceeding standards. … performance evaluation ratings do not affect the ability of the officers to be promoted ... at best development of leadership occurs haphazardly"

but all the stuff about the academy not even training them on basic law or requiring them to be able to shoot straight. that is going to take city council, who couldn also encourage consequences for performance evaluations. reactionary response to nightly newscasters is not a good wait to self evaluate & continuously improve a city's crime problem.

There was a great article in thw Observer a couple weeks back that showed a lot of the obstacle Kunkle has to deal with in moving from Arlington to Dallas. Inparticular it focused on the severe racial divide within the DPD. I don't envy his task. http://www.dallasobserver.com/issues...s/feature.html
