Farmers are free to not buy their seed from producers that place limitations on seed saving. The limit is the cost of modified seed that is more resilliant and produces higher yield. Stripping the seed producers of that protection would result in higher priced seeds or lower availablity - likely both. The alternative is "natural" seed - susceptable to every variety of natural disaster, predator etc etc with lower yields.
