They are...well to a certain degree. The F-15's they have are the J and DJ versions (air-superiority and trainer versions respectively). Not the F-15E's that were built for ground attack. They do have some air-to-ground attack capabilities but none that would facilitate a surgical strike. They don't have precision-guided munitions (that I know of), no stealth capabilities, and most importantly no munitions that are designed to take out hardened or underground targets. The DPRK’s airspace is a veritable spider’s web of anti-aircraft systems, most all of which are housed underground. You can bet that if they care enough to put your average SAM site in a hardened facility their precious multistage rocket launch facilities are in one too. I wouldn’t envy the Japanese pilots assigned to that mission at all.

I'm thinking NK does little w/out at least implicit (if not explicit) approval from China. If NK makes China unhappy all China needs to do to yank the chain on KJI is to stop feeding the North Koreans.
