the problem with water as a fuel is that it takes just as much energy to turn water into a combustible source. You have to have something to create that energy. In most situations you will have a battery.
this is the same process thats being used in hybrid cars only it would be using water instead. Most of the energy that would power a car would be done by the batter and make it extremely inefficient.

old news is STILL good news.

When the combustible engine was first created it wasn't very efficient either...but after a little R & D it turned out alright.
