Well, they're middle east operations comprise nearly a quarter of their annual income. If they can move their company off shores to avoid taxes it'd make business sense to. I'm sure the conspiracy theorists on here will have another idea of why this is happening.

I would say their argument will probably still hover around the money saving. Which wouldn't be a wrong assumption, I don't think.

I didn't write they would be moderate about their accussations, however I am assuming that it will come down to saving money as the main issue.

As I undertood it the HQ is moving to Dubai.

Companies doing business in the US and earning income in the US pay income txes in the US - without regard to where their world HQ is.

The move of the HQ could effect taxability of foriegn earned income though... probably dramaticly.

The departure should make many people very happy.

KBR (the military contractig section) is apparently splitting off and its HQ location remains uncertain.

Halliburton could be shedding the controversial section and then leaving town with KBR to pay the piper should he come calling. But, who knows.

hard to say but obviously the goal in such a hypothetical situation is avoiding liability... be it civil or criminal. I don't think there's any of that afoot. However, I do think Halliburton is looking at KBR as too big of a pain in the ass to want to bother with it.

The handwriting is on the wall, even if the Republicans manage to keep the white house for 4 more years the next administration isnt going to be nearly as friendly to their intrests. Knowing full well that they have been taking the defense department for a ride the last 7 years puts them right in the cross hairs for those who oppose the war. No matter who ends up in the white house the public is going to demand an investigation into Iraq and outside the defense department itself no one has more to lose in that situation than Halliburton. By going overseas they can shield themselves from US laws and protect their records from US lead investigations.

I'm sure this plays a role, but honestly I'm betting Halliburton has been planning this for close to a decade. Dubai has set themselves up as basically a giant tax-free zone in an attempt to lure corporate HQs to town and reduce their dependence on oil revenue(thanks to tax revenue off a bunch of foreign employees walking around spending money & such) and a large number of corporations are moving to Dubai. I'd bet Halliburton has been working on this for years, but they've been waiting for facilities to be built. Even money says they have their own skyscraper that just finished up in the last few months.
