Because the cops don't have the county tickets to issue. Only option is to arrest you still. Just thought some of you hooligans might want to know that.  I got this info from my popo brothers.

They did a study and found that in the entire state the Austin PD is the only police department that has started to issue tickets instead of arrests. So for everyone that is not living in Austin you will go to jail no matter how little you have on you.

man, I've met a lot of cops that would MUCH rather right a ticket than deal w/ arresting someone over a 1/4 bag. If they had the right type of tickets, they would. I'd say the majority of cops would... well, at least in main cities. Maybe not the case in small towns where the cops are bored.

I have been let go by irvings finest before....i had a couple of grams maybe about a 20 sack or so....he made me dump it out on the ground and let me go home....if he only knew what was really in my trunk.....

Wow how did I miss this?? They've stopped/are stopping arresting people for reasonable amounts of pot, and are giving tickets out now instead? Score one for the cause! When did this start, and where is the news story about this?
