I really haven't heard much about the cloward-piven strategy, other than the wiki article and the Washington Times article you posted.

That being said, it would appear that this news article is trying to blame the subprime meltdown on a massive socialist conspiracy by intimidating banks and financial institutions into give out loans to the poor and suckering poor people, mainly blacks and hispanics, into taking out loans they couldn't afford.

Am I correct in assuming this so far?
I'm not completely sure that there is a VAST conspiracy. Obviously, I don't know how wide or how far back the radicals have been working on this. In my research, I haven't been able to find a direct link to those radicals that take this strategy seriously and the idiots in Congress.

Honestly, I can't believe that the 'radical conspiracy' includes everyone who had a hand in the economic meltdown. I have to believe that the big government douchebags (R's & D's) were just duped into this shit (by the radicals) because it's the 'compassionate' thing to do (get more people into homes). But, Let's be real here... you don't have to be a conservative to know that the (CRA) Community Re-Investment Act was absolutely idiotic. The gov't forces banks to give bad loans!! I mean really. All of the hype was stirred up by several radical left wing groups based on a (now totally debunked) study about discrimination against minorities with regard to home mortgages. I posted another article about the CRA below.

But as far as the conspiracy goes. I believe that those who fought for the CREATION of the CRA... (Including ACORN who became the strong arm against all of the banks)... ---(All backed by George Soros and the like) are part of the 'conspiracy'. This is being perpetuated by the multi-trillion dollar spending that continues to this day. It's the only explanation for why the White House keeps pushing this like there is no tomorrow.

Here's How The Community Reinvestment Act Led To The Housing Bubble's Lax Lending

Quote:
Earlier this week I noted that I had changed my mind on the Community Reinvestment Act.
Contrary to my initial conclusion, the evidence is overwhelming that the CRA played a significant role in creating lax lending standards that fueled the housing bubble. Once I realized this, I had to abandon my suspicion that the anti-CRA case was a figment of the rhetoric of Republicans attempting to distract attention from their own role in the mortgage mess......
Planting Seeds of Disaster

‘You’ve got only a couple thousand bucks in the bank. Your job pays you dog-food wages. Your credit history has been bent, stapled, and mutilated. You declared bankruptcy in 1989. Don’t despair: You can still buy a house.” So began an April 1995 article in the Chicago Sun-Times that went on to direct prospective home-buyers fitting this profile to a group of far-left “community organizers” called ACORN, for assistance. In retrospect, of course, encouraging customers like this to buy homes seems little short of madness.

...Obama’s close ties to ACORN leader Madeline Talbott, who personally led Chicago ACORN’s campaign to intimidate banks into making high-risk loans to low-credit customers. Using provisions of a 1977 law called the Community Reinvestment Act (CRA), Chicago ACORN was able to delay and halt the efforts of banks to merge or expand until they had agreed to lower their credit standards — and to fill ACORN’s coffers to finance “counseling” operations like the one touted in that Sun-Times article.
