Just as long as certain other interested parties (like the RIAA) aren't given undue access to contribute to said codification, as it could morph the basic tenet of NN into something beyond its original scope of fair and open access.

Deregulation doesn't exist right now for home users. The last bit of that was killed in 2005 when the FCC decided to reclassify DSL as an information service. That created the duopoly you see in most cities where you only have the choice between one cable provider or one telco provider. I think if deregulation existed right now then we wouldn't be having this discussion on net neutrality, but the telco's fight it tooth and nail and have so far won.

Actually, a lot of that had to do with the wording of the act which didn't make any caveats for fiber connectivity to the home. That's why when you get FIOS or similar service, they clip the copper lines. Once you go through their proprietary fiber network, you're stuck because few telcos want to re-run a copper connection to your home.

So those companies aer arguing to keep Regs A to avoid Regs B?
