Yeah, it was sponsored by Jose Serrano(D-NY) and was referred to the House Subcommitee on the Constitution in February. However the bill had no cosponsers, so I don't see that there's a large dgree of support for it. I wonder what his intentions were in introducing it though, looking at other bills he's sponsored/co-sponsored certainly isn't giving me any clues as to his intentions with this one.
