WASHINGTON -- The Pentagon's exclusive no-bid contract with a Halliburton Co. subsidiary for emergency oil-field services in Iraq could be worth as much as $7 billion over the next two years, according to a document made public Thursday.

NO-BID CONTRACT????
no one else was allowed to bid on this contract but dick cheney's old company. i'm sorry, but that just doesn't sound good.

but from what i've read about it, the "sticking point" is that the contract has a high ceiling (or worst-case scenario) when no such case exists at this time or even will exist. there were 7 rigs on fire and only 1 is still burning. so why the large ceiling on the contract?

my concern is that halliburton will encounter "certain cost overruns" and "unforeseable additional expenses" to help boost that total up closer to the limit of the contract.
