The Commerce, Justice, State, and Judiciary Appropriations (CJS) bill will reach the floor Wednesday. For the first time in five years, the full U.S. House of Representatives is scheduled to vote on the issue of medical marijuana. Representatives Maurice Hinchey (D-NY) and Dana Rohrabacher (R-CA) are planning to propose an amendment to the CJS bill that would prevent the federal government from spending funds to conduct Drug Enforcement Administration raids on state-approved medical marijuana patients and providers. More than a dozen DEA raids have occurred since the first in October 2001. The DEA has targeted growers who supplied thousands of patients (like Ed Rosenthal who was deputized by the city of Oakland to supply marijuana for a large urban dispensary), but it has also stormed the homes of patients growing as few as six plants in their gardens (for example, Leroy Stubblefield, a quadriplegic veteran who has an Oregon state license to grow marijuana). The importance of this vote cannot be exaggerated. It is literally the most important vote on medical marijuana in the House this year.
