I work in IT and manage a large farm of servers. Occasionally we will have this exact problem with one of our high end dell servers. We specifically keep a box of extra strong magnets here at the shop so we can place them directly on the internal hard drive when booting. This ALWAYS resolves this type of problem. Best of luck!

I've also heard that a large electromagnet can function as a sort of turbo like the flux capacitor. Just fire it up for some extra ooomf. Works best with Macs though.

Magnets are great, but a cutting torch will really get to the root directory of the problem.

Sometimes hard drives fail. Just like anything else, though, sometimes it is the cable that connects the motherboard to the hard drive. Listen for beeps when you boot up. Those are secret codes that tell you what the problem might be.
