I got sooooooooooo lucky the other day. I got pulled over by a female cop in Garland. I had 3 warrants, no insurance, suspended DL, and my stickers were out. I only got 3 tickets for my stickers and DL and she let me go.

I should be in jail and my car towed. I need to go buy a lotto ticket.

You have to look at it economically.

She gives you a ticket, and you pay the city money. So they can then spend it on thier pay.

She takes you to jail, and they have to pay to feed you. Pay for someone to watch you. Pay for the space to hold you in. The government budgets are already strapped. They might aswell use those space for people that do crimes that hurt people or property.
