Can I turn on HTML in my posts ?

No, html is disabled in all forums because if someone were to enter invalid or broken html it can break the rest of the page. Instead you are restricted to using vB Code. You can find out what vB Code's you can use here

What about in the sig lines? How do I toggle "HTML code is OFF" there? I've noticed a few others using it, so I know it's possible. (: winding fonts n whatnot...

HTML code is off (as previously stated)...however, play with the VB code as if it were HTML & some will work. In your case, the font can be changed with a [ fontname=*insert font name here* ] and the appropriate closing tag [ /fontname ]...of course you want to remove the spaces between the brackets.
