well, considering a lot of people have multiple members living in one house and people sign on at friends houses, it would be sort of hard to regulate.

There is no limit to how many accounts you can have from one IP. Many companies and home users use firewalls which masquerades many computers to seem as if they are coming from one IP. Having such a restriction would make it impossible for a lot of people to visit the forums.

I lot of DDM'rs use my computer at home when they hang out at the house, there would a crapload of usernames matching up to that IP.
