ok i know i can post a pic by url, but what do i have to do in order to post a pic from my computer

would i need to post it on a site before i could in a thread?

Yes you would need to have the picture hosted by another website.
Try:
www.fotki.com or photos.yahoo.com or www.ofoto.com

Then you can post your pic (only in useless blabber) via a URL.
