Actually each octet contains a max of 254 different possible numbers, and certain ranges of them are reserved.

And considering you'd have no way of verifying which IP belonged to the poster I don't see how you'd "know" it, or be able to do anything with the knowledge anyway.

Really the only people with a need to know are the admins, and they can make public whether a troll is from an already existing IP if they choose to.

I've never dealt with vBulletin before... but i'm assuming that for a mod to look up who else has used a certain IP there is some sort of search function.

Why not make it possible for users to search a logged IP to see who else has used it... yet not letting them see the actual IP they are searching.

Feasible?

Feasible yes, but very complicated. It would require some major code changes. Right now we're holding out for vBulletin 3 which should be out fairly soon (read 3-4 months). So, we're trying not to make any more code changes since all of that will be lost when we upgrade.
