Why can some people have animated gifs for their avatars and some can't?

I've tried uploading numerous ones, all within the size range or lower, and I always get the message saying animated gifs are not allowed.

What gives?

Actually, it looks like it may be users who had animated gif's as their avatars in the first place back a couple years ago.

Back then, you could use them and it would let you upload. Now that they upgraded the forum to this new version it see's that its an animated gif and wont let you.
The forum only stops the uploading of them, not the display.

Basically if you had an animated gif before, you were grandfathered in.

I assume any of the mod's could have animated gifs too just by dropping their own gif into the directory (assuming they were given that type of acces)
